A genomic library can be created by carrying out a digest of the genomic content of an individual organism. The fragments of overlapping DNA are then inserted into a vector such as a lambda-phage. The vector can then infect a bacteria suh as E.coli which gives rise to a collection of recombinant clones representing all of the DNA in an organism[1].
