A substance that has a pH over 7 and reacts with water to produce OH- ions and with an acid to form H2O and a salt. Alkalis of known concentration can be used in a titration to identify an unknown concentration of an acid.  Alkalis can be indentified by different chemical tests. For example, damp red litmus paper will turn blue in the presence of an alkali , universal indicator will turn purple (however shade varies depending on the strength of the alkali) and methyl orange will turn yellow (but may be slightly more orange if a weaker alkali).
