In biological terms, quiescense is a "resting" cell state (also known as G0) entered when there is a lack of signalling from surrounding cells to initiate division. Cells can remain in the quiescent stage until ready to divide, this can last up to days, weeks, years or indefinately (such as in neurones). If the cell recieves division signals from neighbours, it is ready to undergo division, equally it can also stop recieving survival factors which will cause programmed cell death, via apoptosis.
